Pre-Bunking — Definition

Pre-bunking is the proactive communication technique of exposing an audience to a weakened version of anticipated misinformation — along with the technique used to manipulate — to build cognitive resistance before the real disinformation arrives.

What Is Pre-Bunking?

Pre-bunking — derived from inoculation theory in social psychology — is the strategic communication practice of preemptively exposing an audience to a weakened or simplified version of an anticipated misinformation narrative, accompanied by an explanation of the rhetorical or logical technique being used to manipulate (false dilemma, whataboutism, cherry-picked data, fabricated expert). By forewarning the audience and equipping them with the cognitive tools to recognize the manipulation — rather than just the false fact — pre-bunking builds durable resistance that persists across variations of the disinformation.

Example

A GCC government communications office anticipates that a forthcoming economic reform announcement will be attacked with a specific false narrative: 'The government is privatizing public services to benefit foreign investors at citizens' expense.' Instead of waiting to rebut, the office publishes a short video three days before the announcement explaining the 'false dilemma' technique — 'the argument that there are only two choices: public monopoly or foreign sell-off, when in reality the reform uses a public-private partnership model that retains public oversight' — and previews that this exact framing may appear. When the predicted narrative surfaces, it lands on an audience already inoculated. The technique, not just the falsehood, has been disarmed.

Why It Matters

Traditional reactive debunking — fact-checking after misinformation has spread — is demonstrably less effective than pre-bunking because it must first dislodge a belief that has already taken root before it can replace it with a correction. Pre-bunking gets there first.
