A majlis — literally 'a place of sitting' — is a traditional Gulf Arab gathering space and cultural institution where conversation, relationship-building, consensus-formation, and informal decision-making occur, distinct from formal meeting structures and essential to understanding business communication in the GCC.

What Is Majlis?

A majlis (plural: majalis) is a traditional gathering space and cultural institution in Gulf Arab societies where people — men and women, often in separate majalis — convene to discuss matters of community, business, and state. In a business context, the majlis operates on a communication logic that is distinct from Western meeting culture: it is relationship-first rather than agenda-first; it values spacious, unhurried conversation over time-pressured decision-making; consensus is built through indirect signaling and repetition rather than explicit argument; and decisions often crystallize after the formal majlis ends — through the follow-up phone calls and one-on-one conversations that the majlis enables.

Example

An international executive visiting a GCC family conglomerate for the first time is invited to the chairman's majlis — a large room lined with traditional seating, serving Arabic coffee and dates. The conversation covers the executive's travel, his family, his impressions of the country, the history of the conglomerate, and the chairman's views on regional economic trends — and only in the final fifteen minutes of a two-hour visit does it touch on the proposed joint venture. No agreement is signed; no term sheet is exchanged. But the executive has now been 'received in the majlis' — a relationship threshold that transforms subsequent formal meetings, because the chairman has observed the executive's character, patience, and cultural fluency, and has signaled openness to his own network. The majlis did not decide the deal; it made the deal possible.

For any executive, diplomat, or advisor operating in the GCC, understanding the majlis is not cultural tourism — it is commercial and diplomatic literacy.
